HOUSE RESOLUTION
urging the honolulu city council to fund the core services for the people of oahu before funding the rail with its new hotel room tax.
WHEREAS, the Honolulu City Council passed Bill 40 in December 2021; and
WHEREAS, this bill adds a three per cent tax for accommodations on Oahu; and
WHEREAS, for the first two years, 33% of the tax will be put towards the Honolulu Rail project, with that percentage being increased to 50% after two years; and
WHEREAS, the Honolulu Rail project has been ongoing for more than a decade, and is projected to continue at least until 2031; and
WHEREAS, three City and County of Honolulu officials were recently arrested on charges of allegedly conspiring to divert Honolulu Police Department Funds to provide a buyout settlement; and
WHEREAS, this alleged conspiracy and the resulting fallout serves as yet another reason to prioritize the current shortage of Honolulu Police Department officers over funding the Honolulu Rail project; and
WHEREAS, core services provided by the City and County of Honolulu have suffered financial setbacks due to the ongoing COVID-19 pandemic; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, this body urges the Honolulu City Council to prioritize the funding of core services for the people of Oahu over funding for the rail project; and
BE IT FURTHER RESOLVED that the Honolulu City Council will revisit the percentage of the new tax that will be allocated to the rail project and amend this amount to reflect the prioritization of core service for the people of Oahu; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Honolulu City Council, the Hawaii Authority on Rapid Transit, and the Office of the Mayor of the City and County of Honolulu.
