THIRTIETH LEGISLATURE, 2019

STATE OF HAWAII

HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM AND DEPARTMENT OF AGRICULTURE TO make recommendations regarding a statewide PROGRAM TO ADDRESS AGRICULTURAL THEFT.

WHEREAS, agricultural theft and vandalism are constant threats for the State's farmers and ranchers; and

WHEREAS, the large acreages that many farming and ranching operations encompass make them difficult to police; and

WHEREAS, some farmers and ranchers do not live on or near the fields where they work, making the operations challenging to monitor after-hours; and

WHEREAS, theft and vandalism increase production costs, making it more difficult for the State's farmers and ranchers to succeed; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Business, Economic Development, and Tourism and Department of Agriculture are requested to identify best practices and make recommendations regarding a statewide program to address agricultural theft and vandalism; and

BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism and Department of Agriculture are requested to report their findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the 2020 Regular Session; and
