HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO conduct an AUDIT of all programs dealing with homelessness authorized under Part xvii of chapter 346, hawaii revised statutes, that are administered by the Department of human services or by a provider agency pursuant to A contract with the Department of Human services.

 

 

 


     WHEREAS, the City and County of Honolulu's programs for the homeless were recently cited for inefficiencies in a September 2017 report of the Honolulu City Auditor; and

 

     WHEREAS, section 4(17) of Act 124, Session Laws of Hawaii 2016, specifically allocated $12,000,000 for Department of Human Services' homeless services programs for fiscal year 2016-2017; and

 

     WHEREAS, pursuant to part XVII of chapter 346, Hawaii Revised Statutes, the Department of Human Services is tasked with administering programs for the homeless and may contract with provider agencies to administer these programs; and

 

     WHEREAS, effective until June 30, 2018, section 346-371, Hawaii Revised Statutes, requires homeless program provider agencies to submit financial audits and reports when requested, but no later than every three years; and

 

     WHEREAS, effective on July 1, 2018, section 346-371, Hawaii Revised Statutes, will require homeless program provider agencies to submit financial audits when requested, but at least annually; and

 

     WHEREAS, these mandated financial audits of state programs for the homeless are infrequent and limited in scope; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Auditor is requested to conduct a comprehensive performance and management audit of all programs authorized under part XVII of chapter 346, Hawaii Revised Statutes, and administered by:

 

     (1)  The Department of Human Services; or

 

     (2)  A provider agency pursuant to a contract with the Department of Human Services; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to extend the audit beyond the scope of the financial audits of homeless program provider agencies pursuant to section 346-371, Hawaii Revised Statutes, and instead evaluate the performance and management of the homeless programs; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of any findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Director of Human Services, and the Governor's Coordinator on Homelessness.
