HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of transportation and maui metropolitan planning organization to Restore the lahaina bypass phase 1c project to the statewide transportation improvement program.

 

 

 


     WHEREAS, the island of Maui receives between 2,300,000 and 3,300,000 visitors each year, which is approximately twenty-five percent of all visitors to the State; and

 

     WHEREAS, the number of visitors to Maui places immense strain on the island's existing transportation infrastructure; and

 

     WHEREAS, in 2021, the Statewide Transportation Improvement Program included an extension of the Lahaina bypass from Keawe Street to Kaanapali, designated as Lahaina Bypass Phase 1C, as a means of reducing the impact of visitors on Maui's transportation infrastructure; and

 

     WHEREAS, in 2022, this project was removed from the Statewide Transportation Improvement Program; and

 

     WHEREAS, the Lahaina bypass extension would have provided significant relief of traffic congestion for West Maui residents; and

 

     WHEREAS, relief from traffic congestion is necessary for continued tourism revenue and the safety and health of West Maui residents who lack a reliably quick route to receive medical and emergency care; and

 

     WHEREAS, completion of the Lahaina bypass project is critical to the support of further improvement projects in the area, including development of the West Maui hospital and Department of Hawaiian Home Lands housing developments; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the Senate concurring, that the Department of Transportation and Maui Metropolitan Planning Organization are urged to restore the Lahaina Bypass Phase 1C project to the Statewide Transportation Improvement Program; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and Executive Director of the Maui Metropolitan Planning Organization.
