HOUSE CONCURRENT

RESOLUTION

 

 

SUPPORTING THE FINALIZATION AND EXECUTION OF THE UNIVERSITY OF HAWAII'S TRANSFER OF THE OPERATION AND LANDS OF WAIALEE LIVESTOCK EXPERIMENT STATION TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

 

 

 


     WHEREAS, the Hawaii State Planning Act sets as an economic objective of the State, an agricultural industry that continues to constitute a dynamic and essential component of Hawaii's strategic, economic, and social well-being; and

 

     WHEREAS, the purpose of Chapter 163D, Hawaii Revised Statutes, is to establish the Agribusiness Development Corporation and the process to make optimal use of agricultural assets for the economic, environmental, and social benefit of the people of Hawaii; and

 

     WHEREAS, the University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR) is a critical component in the development, growth, and sustainability of Hawaii's agricultural sector; and

 

     WHEREAS, CTAHR administers the Waialee Livestock Experiment Station (Waialee) on the north shore of the island of Oahu; and

 

     WHEREAS, Waialee is an animal research and demonstration facility located on one hundred thirty-five acres of state-owned land, of which approximately 65 acres are fenced and 35 acres have the potential to be irrigated; and

 

     WHEREAS, Waialee's facilities include an office space; slaughterhouse; feed storage; mixing facility; and animal housing for pigs, poultry, swine, cattle, and especially the flock of sheep on the parcel; and

     WHEREAS, Waialee also includes grazing pastures and an experimental waste-to-biogas demonstration facility; and

 

     WHEREAS, the lands and the facilities of Waialee are compatible with and would effectively and efficiently further the achievement of the purposes and objectives of the Agribusiness Development Corporation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Legislature supports the finalization and execution of the University of Hawaii's transfer of the operation and lands of Waialee Livestock Experiment Station to the Agribusiness Development Corporation; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Regents and President of the University of Hawaii, Chairperson of the Board of Directors and Executive Director of the Agribusiness Development Corporation, and the Dean of the College of Tropical Agriculture and Human Resources.
