HOUSE CONCURRENT

RESOLUTION

 

 

requesting the hawaii restaurant association to conduct a survey measuring the interest of hawaii restaurants in allowing dogs into their ESTABLISHMENTS.

 

 

 


WHEREAS, according to a study by the Hawaiian Humane Society, pet owner households comprise fifty-eight percent of all households on Oahu; and

 

     WHEREAS, a recent national poll found that more than ninety percent of pet owners considered their pets to be members of their families; and

 

     WHEREAS, some benefits to owning a pet include an increased sense of responsibility, mental and emotional stability, and improved fitness; and

 

WHEREAS, while service dogs are welcome by law in any establishment, most dogs that are not service dogs are prohibited from entering restaurants pursuant to section 11-50-74(o), Hawaii Administrative Rules; and

 

WHEREAS, a variety of jurisdictions in the Continental United States and Europe allow customers to bring dogs into restaurants and bars; and

 

     WHEREAS, many dog owners in Hawaii are interested in going to restaurants with the dog like they would with any member of their family; and

 

     WHEREAS, addressing food safety and health concerns is also of importance when considering allowing dogs into restaurants; now, therefore

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Hawaii Restaurant Association is requested to conduct a survey measuring the interest of Hawaii restaurants in allowing dogs into their establishments; and

 

     BE IT FURTHER RESOLVED as a part of this survey, the Association is requested to recommend guidelines that should be placed on restaurants in the event that dogs were to be allowed in Hawaii restaurants; and

 

     BE IT FURTHER RESOLVED the Hawaii Restaurant Association is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, the Hawaii Restaurant Association, and the Hawaiian Humane Society.
