HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of public safety to work with the federal detention center in honolulu to restore inmate worklines at the center.

 

 

 


     WHEREAS, worklines at correctional facilities can offer inmates a better chance at successfully transitioning back into society and becoming productive, responsible residents of our state; and

 

     WHEREAS, inmates involved in these programs receive training in various skills, such as landscaping, motor vehicle repair and maintenance, heavy equipment operation, and construction, and may also be tasked with laundry and kitchen work; and

 

     WHEREAS, by carrying out community service projects such as restoring housing projects and building playgrounds, inmates are encouraged to develop stronger ties to the community; and

 

     WHEREAS, the State may also benefit from substantial monetary savings by using cost-effective inmate labor to fulfill its commitments; and

 

     WHEREAS, worklines represent a vital piece of the broad effort to approach corrections as more than simply punishment, to support the idea that strong rehabilitation efforts will help reduce recidivism, thereby reducing the financial burdens on the State imposed by incarceration as well as improving the well-being of our communities; and
     WHEREAS, unfortunately, the actions of certain inmates sometimes jeopardize the opportunities for the rest of the inmates in the workline who are innocent of any wrongdoing; and

 

     WHEREAS, the workline at the Federal Detention Center in Honolulu has been suspended due to such problems; and

 

     WHEREAS, it is in the best interests of the inmates who have behaved appropriately, and in the best interests of the state, to address this situation and find a way to reinstate the workline; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Department of Public Safety is urged to work with the Federal Detention Center in Honolulu to restore the inmate workline at the Center; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Public Safety and the Director of the Federal Detention Center in Honolulu.
