HOUSE CONCURRENT

RESOLUTION

 

 

Requesting that the City Council and the Department of Planning and Permitting of the City and County of Honolulu require an equal number of on-site parking stalls to bedrooms in residences on property zoned for single-family use.

 

 

 


     WHEREAS, Oahu's population is growing, and new residents place additional stress upon the existing neighborhood infrastructure, such as on-street parking; and

 

     WHEREAS, Oahu's neighborhoods have seen an increase in the number of structures commonly referred to as "monster homes" or large-scale homes that are designed to house several families, but which are situated on a property zoned for single-family residential use; and

 

     WHEREAS, one particular monster home in Honolulu was reported to have 29 bedrooms and 17 bathrooms; and

 

     WHEREAS, monster homes rarely have sufficient off-street parking stalls to accommodate all their occupants' cars and, as a result, the cars utilize on-street parking; and

 

     WHEREAS, more and more cars are competing for on-street parking spots, which has led to an increase in illegal parking on unimproved sidewalks and pedestrian walkways; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the City Council and the Department of Planning and Permitting of the City and County of Honolulu are requested to require an equal number of on-site parking stalls to bedrooms in residences on property zoned for single-family use; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor, Chair of the Honolulu City Council, and the Director of Planning and Permitting of the City and County of Honolulu.
