A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the forty-third representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of financing capital improvement projects for the forty-third representative district, as follows:
1. To be expended by the department of education:
A. Nanakuli elementary school, Oahu
Construction for electrical upgrade.

B. Nanakuli elementary school, Oahu
Construction to install air conditioning.
Construction $ 3,500,000
Total funding $ 3,500,000
C. Nanakuli high and intermediate school, Oahu
Plans, design, and construction for performing arts building and theater.

D. Nanakuli high and intermediate school, Oahu
Plans, design, construction, and equipment for a football field and stadium, including installation of a scoreboard, visitor bleachers, concession booth, track and field, and Americans with Disabilities Act-compliant ramps.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
