A BILL FOR AN ACT

 

 

relating to Molokai High School athletics.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that students who participate in high school athletics have improved fitness, more energy, and healthier lifestyles than other students.  High school athletes also perform better academically, have more self-confidence, and work better in groups than non-athletes.  Studies have also shown that people who played high school sports tend to get better jobs, with better pay, later in life.

     Nearly two hundred of the three hundred fifty students at Molokai high school participate in athletics.  Since Molokai high school is the only school on the island of Molokai that participates in interscholastic athletics, Molokai high school student-athletes must travel to a different island for nearly every competition.  Adding to those costs, teams must also pay for vehicle transportation on the destination island, meals, and housing while traveling.  The recent closure of the Molokai ferry in October 2016 has also eliminated a lower cost travel option for most of the 2016-2017 school year.

     While the coaches, students, and administrators of Molokai high school have vigorously engaged in fundraising and implemented other solutions, such as charging admission to games, to bridge the gap between athletic appropriations and athletic expenses, the high cost of travel and other athletic expenses has left the Molokai high school athletic department with a fiscal shortfall.

     Without additional funds, the Molokai high school athletic department will be forced to eliminate teams, reduce travel, cut games, travel with fewer student-athletes to games, and otherwise reduce the opportunities for Molokai high school students to participate in athletics.

     The purpose of this Act is to appropriate funds to Molokai high school so that those students may have the same athletic opportunities as students on other islands.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for Molokai high school athletic programs, including team travel costs.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
