A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a need to provide transitional services for young adults with intellectual developmental disabilities so they can successfully transition from special education into adult life.  The legislature also finds that any transitional services program that is developed for this purpose should also include principles and components that ensure the respect of and support to the client to achieve the stated life goals of these individuals with a focus on reducing the stress and anxiety associated with change and growth.

     The legislature further finds that a successful transitional services program's goals should be accomplished through structured training by focusing on the following skills: personal responsibility, interpersonal relationships, social competence, physical health, mental health, independent living, employability skills, occupational awareness, recreation and leisure skills, consumer skills and community participation.  Such a program should also seek to fulfill these requirements within the macro-areas of support: community integration, self-advocacy and employment training.

     The purpose of this Act is to appropriate moneys to the department of health, to be matched by a non-profit or for-profit business or group, for a two-year pilot project for the establishment and operation of a comprehensive transitional service center for young adults with intellectual-developmental disabilities.  The service center will provide specific curriculums that include:

     (1)  Transitioning from a high school special education program setting into a program that will result in independent living;

     (2)  Transitioning from care home or family home life into a program that will result in independent living; and

     (3)  Transitioning from mental health and correctional facility settings into a program that will result in independent living.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the establishment and operation of a comprehensive transitional service center for youth with intellectual and developmental disabilities.

     The sums appropriated shall be expended by the department of health for the purposes of this Act; provided that no funds shall be made available under this Act unless matching funds are provided for the purposes for which these sums are appropriated.

     SECTION 3.  This Act shall take effect on July 1, 2015.
