A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 128, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§128-     Interdisciplinary working group.  (a)  There is established within the civil defense agency an interdisciplinary working group that shall develop an integrated management system for the sharing of information across public agencies during the preparation and planning for mass events.

     For the purpose of this section, "mass event" means any occurrence either unplanned and arising naturally or resulting from a planned scheduled event that potentially involves a high risk of danger or harm to a large number of people or that may have a significant impact on the health and public safety of the people of the State.

     (b)  The working group shall be chaired by the director of civil defense and shall be composed of the following members:

     (1)  The director of health or the director's designee;

     (2)  The director of transportation or the director's designee;

     (3)  A representative from the state department of defense;

     (4)  A representative from the emergency medical services and injury prevention system branch of the department of health;

     (5)  The mayor of each county or a designated representative;

     (6)  The chief of police of each county or a designated representative; and

     (7)  The fire chief of each county or a designated representative.

     (c)  The working group shall prepare a written memorandum of agreement that shall include standards and protocols for mutual cooperation, including the sharing of emergency information and video surveillance in exercises, testing, or other training activities conducted in preparation for a mass event."

     SECTION 2.  The working group shall submit a copy of its memorandum of agreement to the legislature no later than October 30, 2011.
     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.
