H.B. NO.

THIRTIETH LEGISLATURE, 2019

H.D. 1

STATE OF HAWAII

S.D. 1

A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR THE AGING AND DISABILITY RESOURCE CENTER.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that the State's aging and disability resource center is a navigational tool intended to streamline access to long-term supports and services for older adults, individuals with disabilities, and family caregivers.  The legislature additionally finds that proper funding for the aging and disability resource center is essential to ensure the center is an effective single point of entry for individuals seeking information about appropriate long-term care options.  Ensuring the availability of services once a consumer receives a referral, such as those offered through the kupuna care program, is also critical to the success of the aging and disability resource center.

The legislature notes that funding for the aging and disability resource center supports county area agencies on aging and allows these agencies to operate aging and disability resource centers within the counties.  Funding for the aging and disability resource center will be used for the ongoing implementation of a fully functional statewide aging and disability resource center network to serve as a single entry point for access to public long-term support programs and benefits.

The purpose of this Act is to appropriate funds to provide full funding for the aging and disability resource center.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,100,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the aging and disability resource center.

The sums appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 3.  This Act shall take effect on January 1, 2059.
