A BILL FOR AN ACT
Relating to the University of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the issuance of doctoral degrees by campuses of the University of Hawaii system is a matter of statewide concern.
The purpose of this Act is to restrict doctoral degree programs to the University of Hawaii at Manoa. This Act also provides for a delayed effective date to allow current doctoral candidates of other campuses to earn their degrees.
SECTION 2. Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part I, subpart A, to be appropriately designated and to read as follows:
"§304A- Doctoral degrees; University of Hawaii at Manoa. The University of Hawaii at Manoa shall be the sole campus within the University of Hawaii system:
(1) Authorized to establish and maintain doctoral degree programs; and
(2) Having faculty authorized to recommend that any individual be awarded a doctoral degree by the board of regents."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2020.
