A BILL FOR AN ACT

relating to education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The department of education shall establish a three-year pilot program that provides private school funding levels to a public school. Specifically, the department shall select any public elementary, middle, or high school in the State, including a charter school, to receive funding for three school years, beginning with the 2016-2017 school year, at a level that is equivalent to the level of funding that Punahou School provides to those same grade levels at Punahou School; provided that funding information is provided by Punahou School to the department of education and the level of funding at Punahou School is higher than the level of funding for the selected public school.

SECTION 2. The department of education shall use the pilot program to determine whether student performance is affected by an increase in funding levels.

SECTION 3. The department of education shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature not later than twenty days prior to the convening of the regular session of 2020.

SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 for the pilot program established under this Act.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2016.
