A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FOURTEENTH, FIFTEENTH, AND SIXTEENTH REPRESENTATIVE DISTRICTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2016-2017:
1. To be expended by the department of education:
A. Hanalei elementary school, Kauai
Plans, design, construction, and equipment for technical infrastructure upgrades; installation of CAT6 copper cables; replacement of fiber backbone between buildings; and installation of new IDFs, as necessary.

Plans, design, construction, and equipment for reconstruction and renovation of trailer and vehicle parking lot, boat wash down area, and pavilion; dredging of canal; and removal and replacement of navigation aids.

B. Clearing of Waioli Stream, Kauai
Construction and equipment for removal of overgrowth of hau and buffalo grass in a proper manner to prevent water pollution and future loss of farm land and assets.

Construction to replace the damaged flume with a new full round aluminum culvert to restore proper water flow to farms.

Plans and design to develop a master plan to preserve and protect the salt pond area and provide cohesion for improvements.

Construction of repairs and upgrades to cemetery facilities to meet the current building code requirements and standards.

Construction of two 0.5 million gallon storage tanks to provide adequate water flow storage capacity for fire suppression for Kapaa High School, Kapaa Middle School and the Samuel Mahelona Memorial Hospital.

D. Kapaa Homesteads well No. 4, Kauai
Construction to develop Kapaa Homesteads well No. 4 as a primary source of water.

Construction of a 9,000 foot, 18-inch water main transmission line to increase water flow capacity for fire suppression for Elsie H. Wilcox elementary school, Wilcox Memorial Hospital, and businesses and residents in the area.

Plans and construction of a new 0.2 million gallon storage tank to provide adequate water flow storage capacity for fire suppression for Haena State Park, businesses and residents.

SECTION 2. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purpose of this Act.
Section 3. This Act shall take effect on July 1, 2016.
