A BILL FOR AN ACT

 

 

RELATING TO SCHOOLS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that hot classroom temperatures in Hawaii's public schools can adversely affect students by making them drowsy, irritable, and unmotivated.  Hawaii's overheated classrooms can also cause students to suffer headaches, nausea, and heat rashes.

The legislature further finds that classroom temperatures over eighty degrees can lead to students' decreased concentration and decreased performance on testing.

The legislature recognizes that heat abatement in Hawaii's public schools is becoming necessary in order for students to learn and enjoy their time in school.  During the fall of 2017, the State fulfilled its promise to install air conditioning in more than one thousand classrooms in eighty-eight public schools across five islands.  However, there continues to be a need to install air conditioning in public school classrooms because approximately 5,736 permanent classrooms and six hundred thirty-eight portable classrooms lack air conditioning units.

The purpose of this Act is to appropriate funds for the installation of air conditioning in permanent classrooms and portable classrooms in Hawaii's public schools that have not received air conditioning units; provided that the school principal designates the installation of air conditioning units as the school's top priority.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 to install air conditioning in permanent classrooms and portable classrooms in Hawaii public schools that have not received air conditioning units; provided that the school principal designates the installation of air conditioning units as the school's top priority.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
