A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Twenty-eighth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $144,240,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twenty-eighth representative district, as follows:

1.   DeCorte Neighborhood Park and Kalihi Valley District Park, Oahu

     Plans, design, construction, and equipment for improvements to park facilities, ground and site improvements, and equipment and appurtenances.

     Plans                          $100,000

     Design                         $100,000

     Construction                   $600,000

     Equipment                      $200,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the city and county of Honolulu.

2.   Kalihi street, North School street, Kamehameha IV road, Houghtailing street, and all other streets in the twenty-eighth representative district

     Plans, design, construction, and equipment for road and sidewalk improvements and repair.

     Equipment                    $5,000,000

          Total funding                    $81,000,000

     The sum appropriated for this capital improvement project shall be expended by the city and county of Honolulu.

3.   Kokua Kalihi Valley comprehensive family services, Oahu

     Plans, design, and construction for repairs and renovation of the Gulick Elder Care Facility.

     Construction                   $220,000

          Total funding                       $240,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

4.   Governor Sanford B. Dole middle school, Oahu

     Plans, design, construction, and equipment for improvement of the school's facilities; ground and site improvements; and equipment and appurtenances.

     Construction                 $1,700,000

     Equipment                      $100,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Governor Wallace Rider Farrington high school, Oahu

     Construction and equipment for phase two of the school's redesign project including a new school gymnasium, music building, and physical education facilities; ground and site improvements; and equipment and appurtenances.

     Construction                $49,880,000

     Equipment                      $120,000

          Total funding                    $50,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kaewai elementary school, Oahu

     Plans, design, construction, and equipment for improvements to the school's facilities; ground and site improvements; and equipment and appurtenances.

     Construction                 $1,700,000

     Equipment                      $100,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Kalihi elementary school, Oahu

     Plans, design, construction, and equipment for improvements to the school's facilities; ground and site improvements; and equipment and appurtenances.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Kalihi-uka elementary school, Oahu

     Plans, design, construction, and equipment for improvements to the school's facilities including a wheelchair lift for the cafeteria and library; ground and site improvements; and equipment and appurtenances.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     Plans, design, construction, and equipment for improvements to the school's facilities; ground and site improvements; and equipment and appurtenances.

     Equipment                      $100,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2020.
