A BILL FOR AN ACT

 

 

relating to infrastructure.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that countries in the Asia-Pacific region have experience and expertise in building and maintaining public infrastructure.

The purpose of this Act is to create a working group with countries in the Asia-Pacific region to share best practices surrounding public infrastructure to improve Hawaii's airports, bridges, harbors, highways, rail transit system, and roads.

SECTION 2.  (a)  The director of transportation shall convene a working group to examine best practices with regard to the construction and maintenance of transportation infrastructure in the Asia-Pacific region.

(b)  The working group shall consist of the following members or their designees:

     (1)  The director of transportation, who shall serve as chair;

     (2)  The comptroller;

     (3)  The executive director of the Honolulu authority for rapid transportation;

     (4)  The director of design and construction of the city and county of Honolulu; and

     (5)  The director of transportation services of the city and county of Honolulu.

     (c)  The director of transportation shall invite representatives from the following nations to participate on the task force:

     (1)  Japan;

     (2)  The People's Republic of China;

     (3)  The Republic of the Philippines; and

     (4)  The Republic of Korea.

(d)  The working group shall research best practices for the construction and maintenance of airports, bridges, harbors, highways, rail transit systems, and roads.

(e)  The working group shall share its findings and recommendations, including any proposed legislation, with the legislature no later than twenty days prior to the convening of the regular session of 2019.

(f)  The members of the working group shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

(g)  No member of the working group shall be subject to chapter 84, Hawaii Revised Statutes, solely because of the member's participation in the working group.

(h)  The working group shall be dissolved on June 30, 2019.

     SECTION 3.  This Act shall take effect upon its approval.
