A BILL FOR AN ACT

 

 

relating to emergency medical services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  Any county of the State with a population greater than five hundred thousand that receives funding for the provision of emergency medical services pursuant to section 321-228, Hawaii Revised Statutes, shall provide those services in a transparent and fiscally responsible manner.

     (b)  Any county to which this Act applies shall conduct an evaluation of the finances and operations of the county's emergency medical services system.  Any evaluation conducted pursuant to this Act shall include consultation with other counties of the State regarding any fiscal or operational efficiencies of the emergency medical services systems in those counties.  Emergency medical services to be examined shall include:

     (1)  Community medicine;

     (2)  Public-private partnerships; and

     (3)  Alternatives to emergency medical services transportation in certain nonemergency instances.

     (c)  Any county to which this Act applies shall submit a report of its findings and recommendations of the evaluation required under this Act, including any proposed legislation, to the legislature and the department of health no later than twenty days prior to the convening of the regular session of 2021.

     SECTION 2.  This Act shall take effect upon its approval.

Description:

Requires that any county of the State with a population greater than 500,000 provide emergency medical services in a transparent and fiscally responsible manner.  Requires any impacted county to conduct an evaluation regarding the finances and operations of the county's emergency medical services system.
