A BILL FOR AN ACT

 

 

relating to medical cannabis day.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that on June 14, 2000, Governor Cayetano signed Hawaii's Medical Use Cannabis Act into law, which authorized qualifying patients to engage in the personal medical use of cannabis under the supervision of a physician.

     The legislature further finds that June 14 is a significant day for the State and its medical cannabis patients because this event marked the first time that a state authorized the medical use of cannabis by means of the legislative process.  The significance of this day was recognized by proclamation by the mayors of all four counties in 2020 and 2021 and by the governor in 2021.

     The purpose of this Act is to establish June 14 of each year as medical cannabis day in recognition of the State's authority over the intra-state regulation of cannabis and in honor of Hawaii's growing number of patients who are finding relief through the medical use of cannabis.

     SECTION 2.  Chapter 8, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§8-     Medical cannabis day.  June 14 of each year shall be known and designated as "Medical Cannabis Day" to commemorate the state authorized medical use of cannabis in Hawaii and to honor the growing number of qualifying patients who are finding relief through the medical use of cannabis.  This day is not and shall not be construed as a state holiday."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2022.
