A BILL FOR AN ACT

 

 

RELATING TO EARLY LEARNING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there are significant benefits from substantial investment in high-quality early learning programs.  Extensive research confirms the positive effects of high-quality early learning programs on outcomes for young children.  The legislature further finds that children who have accessed early learning programs are more likely to succeed in kindergarten, later in life, and well into adulthood.  Longitudinal studies have also indicated that children, particularly those who come from disadvantaged backgrounds, benefit from high-quality early learning programs.  Furthermore, research demonstrates that investments in early learning programs yield economic benefits and reduce long-term social costs.

     Given the critical need to expand access to high-quality early care and education programs for the benefit of the State's children and their families, the purpose of this Act is to appropriate funds to enhance the capacity and resources of the executive office on early learning for the purposes of expanding early learning programs and services.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the executive office on early learning, to be allocated as follows:

     (1)  $           for one full-time (1.00 FTE) permanent business management officer to facilitate, coordinate, and monitor budgets and fiscal processes; and

     (2)  $           for one full-time (1.00 FTE) permanent contract specialist to facilitate, coordinate, and monitor contracts and the procurement process related to the implementation of early learning programs and services.

     The sum appropriated shall be expended by the executive office on early learning for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2051.
