A BILL FOR AN ACT

 

 

RELATING TO THE ENVIRONMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that environmental concerns are more pressing than ever before and the State should lead by example in terms of moving toward a more environmentally sustainable future.  The legislature finds that an effective way to increase environmental sustainability is to diminish the need for landfills by diverting select municipal solid waste, glass, and food and green waste from landfills to produce compost, animal feed, building materials, and energy.  The legislature further finds that to continue the march toward long-term environmental sustainability, the State should explore how private businesses can leverage new technology to efficiently process waste streams into usable forms.

     The purpose of this Act is to authorize the agribusiness development corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production.

     SECTION 2.  Chapter 163D, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§163D-     Municipal solid waste diversion.  The corporation may enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production; provided that any contract shall benefit agricultural and agriculture-related projects.  The corporation may adopt rules pursuant to chapter 91 necessary to carry out the purposes of this section."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
