A BILL FOR AN ACT

 

 

relating to the office of hawaiian affairs.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 10, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§10-     Office of Hawaiian affairs legislative oversight committee; established.  (a)  There is established the office of Hawaiian affairs legislative oversight committee to:

     (1)  Ensure transparency in the operations of the office of Hawaiian affairs;

     (2)  Analyze the effectiveness of the office of Hawaiian affairs' governance, operations, fiscal responsibility, loan programs, management of resources, and administration of programs and services;

     (3)  Review assignments of commercial leases to ensure that terms are beneficial to the beneficiaries of the office of Hawaiian affairs; and

     (4)  Review any other issues impacting the office of Hawaiian affairs. 

     (b)  The committee shall be composed of members of the standing committees of both houses of the legislature whose purview is to oversee the office of Hawaiian affairs.  The legislative oversight committee shall be jointly chaired by the legislative standing committees' respective chairs.

     (c)  The committee shall meet publicly for input and recommendations for the office of Hawaiian affairs.    

     (d)  Where appropriate, the committee shall seek input from the department of land and natural resources, department of Hawaiian home lands, and department of human services in performing its duties.

     (e)  As used in this section, unless the context otherwise requires:

     "Committee" means the office of Hawaiian affairs legislative oversight committee."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
