A BILL FOR AN ACT

 

 

RELATING TO THE HOMELESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 371, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§371‑    Homeless job training programs.  (a)  The department shall develop and implement a homeless job training program, as described in this section and as the department deems appropriate.  The program shall provide education, vocational training, work experience programs, employability and life-skills training, and residential support services that will best contribute to homeless participants' opportunities for permanent long-term employment.

     (b)  The program may include the following elements:

     (1)  Housing on-site of the training program;

     (2)  Incentives for the private sector to hire participants with partial wage payments to be made to the employer through the State; and

     (3)  Opportunities for participants to earn wages by contributing to public projects by performing labor or services like parks clean-up, landscaping, janitorial, or other labor or services for the benefit of the State.

     (c)  The program shall require that wages earned by a participant be deposited in an account and held in trust for the participant.  At the end of the participant's participation in the program, the accumulated funds shall be used for first month and last month's rent and security deposit for the participant's use."

     SECTION 2.  The department of labor and industrial relations shall seek federal funds that are intended for the homeless or other funds that may be available in accordance with this program.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for a homeless job training program.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2011.

Description:

Establishes a homeless job training program to be managed by the Department of Labor and Industrial Relations.  Requires the Department of Labor and Industrial Relations to seek federal funds that are intended for the homeless or other funds that may be available in accordance with the homeless job training program.  Appropriates funds.  Effective July 1, 2011.  (HB1450 HD1)
