A BILL FOR AN ACT

 

 

RELATING TO AFFORDABLE HOUSING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1. The legislature finds that the State of Hawaii will require an additional sixty-four thousand housing units by 2025, in order to meet long-term housing demands.  Housing costs continue to rise throughout the islands and the need for affordable units is crucial, especially for low income households.  Additionally, the Center for Housing Policy's Paycheck to Paycheck Rankings, 2016, listed Honolulu as the most expensive of two hundred and six metropolitan areas for renting and fifth most expensive for home ownership.

     The purpose of this Act is to establish an affordable housing goal of fifty-seven thousand units by 2025.

     SECTION 2.  Chapter 27, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:

"PART    .  AFFORDABLE HOUSING

     §27-    Goal for affordable housing units.  (a)  The legislature establishes the goal for state government, by itself or jointly with other parties, to develop or vest the development of fifty-seven thousand affordable housing units, ready for occupancy between July 1, 2017, and December 31, 2025.

     (b)  For the purpose of measuring progress toward achieving the affordable housing goal:

     (1)  At least 22,500 units should be rental units that are affordable to low- and moderate-income households pursuant to Act 127, Session Laws of Hawaii 2016; and

     (2)  The remaining 34,500 affordable units may be rental or for-sale units."

     SECTION 2.  This Act shall take effect upon its approval and shall be repealed on December 31, 2025.
