A BILL FOR AN ACT
relating to Energy Use.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION
1. The Legislature finds that Part V, section 196-71, subsection (a) of
Hawaii Revised Statutes established the Hawaii state energy office within the
Department of Business and Economic Development. The Legislature further finds
that the purpose of the Hawaii state energy
office shall be to promote energy efficiency,
renewable energy, and clean transportation
to help achieve a resilient clean energy
economy.
The
Legislature additionally finds that much of the existing infrastructure is not
being used efficiently nor effectively enough, in not providing space for
different forms of renewable energy, specifically solar power. To prepare
Hawaii to meet the social and economic demands of the twenty-first century, it
is necessary to understand the amount, and type, of land necessary to support solar
energy in order to meet the one hundred per cent renewable energy by 2045 goal
agreed upon by the legislature.
The
purpose of this act is to require the state energy office to conduct a study on
the adequacy of land and surface use for solar energy.
SECTION
2. (a) The state energy office shall conduct a study on the adequacy and
efficiency of the land and surface use for solar energy throughout the state.
(b)
The study shall:
(1)
Compare potential areas for Hawaii solar power infrastructure with the solar
power infrastructure currently employed in states with similar renewable energy
goals, and with similar climates;
(2) Seek information on parcels of land as small as one
acre, rooftops with at least 3,200 square feet of useable space for future
development of grid-scale solar, and community solar projects including, but
not limited to, parking lots containing a minimum of ten stalls up to any
parking lot designated for commercial use;
(3)
Identify variables most closely associated with a high-quality solar infrastructure
and estimate the amount of additional funding needed to provide all islands in
Hawaii with an equal development opportunity;
(4) Assess the equity of funding for retrofitting
current infrastructure with solar powered infrastructure throughout the state
of Hawaii;
(c) The state energy
office shall submit a copy of the study, along with a report of its findings
and recommendations, including any proposed legislation, to the legislature no
later than twenty days prior to the convening of the regular session
of 2023.
SECTION
3. There is appropriated out of the general revenues of the State of
Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal
year 2021-2022 for the Hawaii state energy office to perform a study on the
maximization of land use for solar energy.
The sum appropriated
shall be expended by the state energy office for the purposes of this Act.
SECTION
4. Statutory material to be repealed is bracketed and
stricken. New statutory material is underscored.
SECTION
5. This Act shall take effect upon its approval;
provided that section 3 shall take effect on July 1, 2021.
