A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Sixth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $298,751,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the sixth representative district, as follows:

1.   Holualoa elementary school, Hawaii

     Plans, design, and construction to complete the master plan project and for phase 1 campus improvements.

     Plans                          $200,000

     Design                       $3,000,000

     Construction                $23,000,000

          Total funding                    $26,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Kahakai elementary school, Hawaii

     Plans, design, and construction of a concrete bridge connecting buildings A and B to meet with Americans with Disabilities Act requirements.

     Design                          $15,000

     Construction                   $950,000

          Total funding                       $975,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Kahakai elementary school, Hawaii

     Plans, design, and construction of a covered play court.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     Design and construction for a performing arts center.

     Design, construction, and equipment for synthetic turf for field and strength and conditioning facility for athletic training.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kealakehe intermediate school, Hawaii

     Design and construction for an air conditioning system in classroom buildings F, G, and H.

     Design and construction for resurfacing of the basketball and volleyball play court and installation of a roof cover.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     Design and construction for completion of air conditioning system installation for the cafeteria dining room.

9.   Kealakehe elementary school, Hawaii

     Design and construction for a covered play court in F-Field.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  West Hawaii veterans' cemetary, Hawaii

     Plans, design, and construction for expansion and improvements needed to qualify for federal aid financing and reimbursement.

     The sum appropriated for this capital improvement project shall be expended by the department of defense.

11.  Holualoa water source development, Hawaii

     Plans, land, design, and construction to develop an exploratory and production well water source.

     The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.

12.  Division of forestry and wildlife and Hawaii community college at Palamanui

     Plans and construction to protect the dry forest ecosystem that will serve as a learning lab for community college students to learn about natural resource management, conservation, natural history, biology, and threats to Hawaii's native ecosystem.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

13.  Honokohau harbor, Hawaii

     Design and construction for electrical system improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

14.  Honokohau harbor, Hawaii

     Design and construction for ground and site improvements to complete phase 3 that includes asphalt paving, striping, and drainage improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

15.  Honokohau harbor, Hawaii

     Design and construction for small boat harbor fender repairs.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

     Design and construction for wastewater system improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

17.  Honokohau harbor, Hawaii

     Design and construction for removal of existing irrigation system and installation of new irrigation system capable of using reuse water from county of Hawaii.

18.  Hulihee palace, Hawaii

     Construction for ground and site improvements.

19.  Kekaha Kai state park, Hawaii

     Plans, design, and construction for renovation and rehabilitation of the historic Kaelemakule-Magoon house complex and Mahaiula and Maniniowali improvements.

     Design and construction to repaint, reseal, and reroof the entire hospital.

29.  Hawaii community college at Palamanui, Hawaii

     Plans, design, and construction for a portable structure for the health and sciences program; ground and site improvements; and equipment and appurtenances.

     The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.

     Plans and construction for the Allied Health Building to relocate the nursing program to the Palamanui campus.

          Total funding                    $30,800,000

     The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2021.
