A BILL FOR AN ACT
relating to economic development.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of business, economic development, and tourism, in collaboration with the department of taxation and the University of Hawaii, shall conduct a study on the establishment of tax-free zones in Hawaii.
The study shall include, but not be limited to, the possibility of establishing a program similar to the START-UP NY program, which was enacted as chapter 68 of the Laws of New York 2013.
The department of business, economic development, and tourism shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2016.
SECTION 2. This Act shall take effect upon its approval.
