Summary

Excludes persons with impaired earning capacities from having to receive the lower special minimum wage rate. Requires the Department of Business, Economic Development, and Tourism to study the impacts of raising the minimum wage and submit a report to the Legislature on its findings and recommendations. Appropriates funds.
