Establishes a Makua valley task force to prepare for the transfer of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Establishes a Lualualei valley task force to negotiate the transfer of lands held in Lualualei valley by the United States Navy to the State. Requires a report to the legislature.
