1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 ss. 320.08056 and 320.08058, F.S.; directing the
4 Department of Highway Safety and Motor Vehicles to
5 develop certain specialty license plates; establishing
6 annual use fees for the plates; providing for
7 distribution and use of fees collected from the sale
8 of the plates; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraphs (ffff) through (nnnn) are added to
13 subsection (4) of section 320.08056, Florida Statutes, to read:
14 320.08056 Specialty license plates.—
15 (4) The following license plate annual use fees shall be
16 collected for the appropriate specialty license plates:
17 (ffff) Omega Psi Phi Fraternity license plate, $25.
18 (gggg) Delta Sigma Theta Sorority license plate, $25.
19 (hhhh) Sigma Gamma Rho Sorority license plate, $25.
20 (iiii) Kappa Alpha Psi Fraternity license plate, $25.
21 (jjjj) Alpha Kappa Alpha Sorority license plate, $25.
22 (kkkk) Alpha Phi Alpha Fraternity license plate, $25.
23 (llll) Zeta Phi Beta Sorority license plate, $25.
24 (mmmm) Phi Beta Sigma Fraternity license plate, $25.
25 (nnnn) Iota Phi Theta Fraternity license plate, $25.
26 Section 2. Subsections (84) through (92) are added to
27 section 320.08058, Florida Statutes, to read:
28 320.08058 Specialty license plates.—
29 (84) OMEGA PSI PHI FRATERNITY LICENSE PLATES.—
30 (a) The department shall develop an Omega Psi Phi
31 Fraternity license plate as provided in this section and s.
32 320.08053. The plate must bear the colors and design approved by
33 the department. The word “Florida” must appear at the top of the
34 plate, and the words “Omega Psi Phi” must appear at the bottom
35 of the plate.
36 (b) The annual use fees from the sale of the plate shall be
37 distributed to the State of Florida Omega Friendship Foundation,
38 Inc., to be used as follows:
39 1. Five percent shall be used solely for marketing of the
40 Omega Psi Phi Fraternity license plate.
41 2. Ninety-five percent shall be used for college
42 scholarships for Florida residents attending historically black
43 colleges and universities in this state.
44 (85) DELTA SIGMA THETA SORORITY LICENSE PLATES.—
45 (a) The department shall develop a Delta Sigma Theta
46 Sorority license plate as provided in this section and s.
47 320.08053. The plate must bear the colors and design approved by
48 the department. The word “Florida” must appear at the top of the
49 plate, and the words “Delta Sigma Theta” must appear at the
50 bottom of the plate.
51 (b) The annual use fees from the sale of the plate shall be
52 distributed to the Delta Research and Educational Foundation,
53 Inc., to be used as follows:
54 1. Five percent shall be used solely for marketing of the
55 Delta Sigma Theta Sorority license plate.
56 2. Ninety-five percent shall be used for college
57 scholarships for Florida residents attending historically black
58 colleges and universities in this state.
59 (86) SIGMA GAMMA RHO SORORITY LICENSE PLATES.—
60 (a) The department shall develop a Sigma Gamma Rho Sorority
61 license plate as provided in this section and s. 320.08053. The
62 plate must bear the colors and design approved by the
63 department. The word “Florida” must appear at the top of the
64 plate, and the words “Sigma Gamma Rho” must appear at the bottom
65 of the plate.
66 (b) The annual use fees from the sale of the plate shall be
67 distributed to the Department of Education to be used for the
68 Mary McLeod Bethune Scholarship Program in accordance with s.
69 1009.73.
70 (87) KAPPA ALPHA PSI FRATERNITY LICENSE PLATES.—
71 (a) The department shall develop a Kappa Alpha Psi
72 Fraternity license plate as provided in this section and s.
73 320.08053. The plate must bear the colors and design approved by
74 the department. The word “Florida” must appear at the top of the
75 plate, and the words “Kappa Alpha Psi” must appear at the bottom
76 of the plate.
77 (b) The annual use fees from the sale of the plate shall be
78 distributed to the Southern Province of Kappa Alpha Psi
79 Foundation, Inc., to be used as follows:
80 1. Five percent shall be used solely for marketing of the
81 Kappa Alpha Psi Fraternity license plate.
82 2. Ninety-five percent shall be used for college
83 scholarships for Florida residents attending historically black
84 colleges and universities in this state.
85 (88) ALPHA KAPPA ALPHA SORORITY LICENSE PLATES.—
86 (a) The department shall develop an Alpha Kappa Alpha
87 Sorority license plate as provided in this section and s.
88 320.08053. The plate must bear the colors and design approved by
89 the department. The word “Florida” must appear at the top of the
90 plate, and the words “Alpha Kappa Alpha” must appear at the
91 bottom of the plate.
92 (b) The annual use fees from the sale of the plate shall be
93 distributed to the Alpha Kappa Alpha Educational Advancement
94 Foundation, Inc., to be used as follows:
95 1. Five percent shall be used solely for marketing of the
96 Alpha Kappa Alpha Sorority license plate.
97 2. Ninety-five percent shall be used for college
98 scholarships for Florida residents attending historically black
99 colleges and universities in this state.
100 (89) ALPHA PHI ALPHA FRATERNITY LICENSE PLATES.—
101 (a) The department shall develop an Alpha Phi Alpha
102 Fraternity license plate as provided in this section and s.
103 320.08053. The plate must bear the colors and design approved by
104 the department. The word “Florida” must appear at the top of the
105 plate, and the words “Alpha Phi Alpha” must appear at the bottom
106 of the plate.
107 (b) The annual use fees from the sale of the plate shall be
108 distributed to the Department of Education to be used for the JC
109 Rawls-FFAC Foundation, Inc.
110 (90) ZETA PHI BETA SORORITY LICENSE PLATES.—
111 (a) The department shall develop a Zeta Phi Beta Sorority
112 license plate as provided in this section and s. 320.08053. The
113 plate must bear the colors and design approved by the
114 department. The word “Florida” must appear at the top of the
115 plate, and the words “Zeta Phi Beta” must appear at the bottom
116 of the plate.
117 (b) The annual use fees from the sale of the plate shall be
118 distributed to the Department of Education to be used for the
119 Mary McLeod Bethune Scholarship Program in accordance with s.
120 1009.73.
121 (91) PHI BETA SIGMA FRATERNITY LICENSE PLATES.—
122 (a) The department shall develop a Phi Beta Sigma
123 Fraternity license plate as provided in this section and s.
124 320.08053. The plate must bear the colors and design approved by
125 the department. The word “Florida” must appear at the top of the
126 plate, and the words “Phi Beta Sigma” must appear at the bottom
127 of the plate.
128 (b) The annual use fees from the sale of the plate shall be
129 distributed to the Department of Education to be used for the
130 Mary McLeod Bethune Scholarship Program in accordance with s.
131 1009.73.
132 (92) IOTA PHI THETA FRATERNITY LICENSE PLATES.—
133 (a) The department shall develop an Iota Phi Theta
134 Fraternity license plate as provided in this section and s.
135 320.08053. The plate must bear the colors and design approved by
136 the department. The word “Florida” must appear at the top of the
137 plate, and the words “Iota Phi Theta” must appear at the bottom
138 of the plate.
139 (b) The annual use fees from the sale of the plate shall be
140 distributed to the Department of Education to be used for the
141 Mary McLeod Bethune Scholarship Program in accordance with s.
142 1009.73.
143 Section 3. This act shall take effect October 1, 2019.
