    1                        A bill to be entitled                      
    2         An act relating to the federal Resources and
    3         Ecosystems Sustainability, Tourist Opportunities, and
    4         Revived Economies (RESTORE) of the Gulf Coast States
    5         Act; amending s. 377.43, F.S.; clarifying that the
    6         process a county, or an entity formed by the state or
    7         a county, takes for appropriating funds received
    8         through the RESTORE Act is subject to the open
    9         government requirements of s. 24, Art. I of the State
   10         Constitution and ss. 119.07(1) and 286.011, F.S.;
   11         requiring a county receiving RESTORE Act funds to post
   12         each proposed appropriation of funds received under
   13         the act as a line item on its website within a certain
   14         timeframe; providing an effective date.

   16  Be It Enacted by the Legislature of the State of Florida:
   17  
   18         Section 1. Subsection (6) is added to section 377.43,
   19  Florida Statutes, to read:
   20         377.43 Disbursement of funds received for damages caused by
   21  the Deepwater Horizon oil spill.—
   22         (6)(a) For the purpose of this section, the process a
   23  county, or an entity formed by the state or a county, takes for
   24  appropriating funds received through the Resources and
   25  Ecosystems Sustainability, Tourist Opportunities, and Revived
   26  Economies (RESTORE) of the Gulf Coast States Act of 2012, Pub.
   27  L. 112-141, div. A, title I, subtitle F, ss. 1601 et seq., is
   28  subject to the open government requirements of s. 24, Art. I of
   29  the State Constitution and ss. 119.07(1) and 286.011.
   30         (b) A county receiving RESTORE Act funds shall post each
   31  proposed appropriation of funds received under the act as a line
   32  item on its website at least 30 days before the meeting during
   33  which the proposed appropriation is to be voted on to ensure
   34  that the public has ample time to review and comment on the
   35  proposed appropriation.
   36         Section 2. This act shall take effect July 1, 2014.
