    1                        A bill to be entitled                      
    2         An act relating to operation of motorized vehicles by
    3         minors; creating s. 316.21285, F.S.; prohibiting a
    4         person who is 18 years of age or younger from
    5         operating or riding upon a motorized vehicle unless he
    6         or she is wearing certain footwear; defining the term
    7         “motorized vehicle”; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 316.21285, Florida Statutes, is created
   12  to read:
   13         316.21285Operation of motorized vehicles by minors;
   14  certain footwear required.—
   15         (1)A person who is 18 years of age or younger may not
   16  operate or ride upon a motorized vehicle unless he or she is
   17  wearing closed-toe shoes.
   18         (2)For purposes of this section, the term “motorized
   19  vehicle” includes, but is not limited to:
   20         (a)An autocycle or a micromobility device as defined in s.
   21  316.003.
   22         (b)A motorcycle as defined in s. 320.01(26), a moped as
   23  defined in s. 320.01(27), a low-speed vehicle as defined in s.
   24  320.01(41), or a mini truck as defined in s. 320.01(44).
   25         (c)A motorized bicycle, which means a vehicle with two
   26  tandem wheels which is propelled by both human power and an
   27  electric motor, has a maximum speed of 20 miles per hour on
   28  level ground, and has a seat that reaches at least 26 inches
   29  from the ground when fully extended.
   30         Section 2. This act shall take effect July 1, 2021.
