A bill to be entitled
2An act relating to public school funding; requiring
3the Office of Program Policy Analysis and Government
4Accountability to conduct a study to determine minimum
5per-student funding to meet constitutional
6requirements; requiring a report to the Legislature;
7providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  (1)  The Office of Program Policy Analysis and
12Government Accountability (OPPAGA) shall conduct a study to
13determine the minimum amount of dollars per student needed to
14meet the requirement in Section 1 of Article IX of the State
15Constitution which declares: "Adequate provision shall be made
16by law for a uniform, efficient, safe, secure, and high quality
17system of free public schools that allows students to obtain a
18high quality education".
19     (2)  The minimum amount of dollars per kindergarten through
20grade 12 student shall be a statewide average calculated for
21basic education programs.
22     (3)  OPPAGA shall submit a report of its findings and
23determination to the President of the Senate and the Speaker of
24the House of Representatives by December 1, 2012.
25     Section 2.  This act shall take effect July 1, 2012.
