Summary

Transfers regulation of secondhand dealers from the Department of Revenue to the Department of Agriculture and Consumer Services. Revises recordkeeping requirements for secondhand dealer transactions. Revises requirements for contents and electronic transfer of secondhand dealer transaction forms. Requires secondhand dealers to transfer certain information to a statewide central database within a specified period. Authorizes certain electronic records to be used as evidence under certain circumstances, etc.
