House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Conference Committee on SB 2504 recommended the following: 1 Senate Conference Committee Amendment (with title 2 amendment) 3 4 Delete everything after the enacting clause 5 and insert: 6 Section 1. Collective bargaining issues at impasse for the 7 2021-2022 fiscal year between the State of Florida and the 8 certified representatives of the bargaining units for state 9 employees are resolved as follows: 10 (1) Collective bargaining issues at impasse between the 11 State of Florida and the Federation of Physicians and Dentists 12 Supervisory Non-Professional Unit regarding Article 7 “Employee 13 Standards of Conduct and Performance” shall be resolved by the 14 state’s proposals dated February 18, 2021. 15 (2) Collective bargaining issues at impasse between the 16 State of Florida and the Federation of Physicians and Dentists 17 Physicians Unit regarding Article 7 “Employee Standards of 18 Conduct and Performance” shall be resolved by the state’s 19 proposals dated February 18, 2021. 20 (3) Collective bargaining issues at impasse between the 21 State of Florida and the Police Benevolent Association, Security 22 Services Unit, regarding Article 23 “Hours of Work/Overtime” 23 shall be resolved as provided in the General Appropriations Act 24 for the 2021-2022 fiscal year and by maintaining the status quo 25 under the language of the collective bargaining agreement. 26 27 All other collective bargaining issues at impasse for the 2021 28 2022 fiscal year which are not addressed by this act or the 29 General Appropriations Act for the 2021-2022 fiscal year shall 30 be resolved in accordance with the personnel rules in effect on 31 April 29, 2021, and by otherwise maintaining the status quo 32 under the language of the applicable current collective 33 bargaining agreement. 34 Section 2. This act shall take effect July 1, 2021. 35 36 ================= T I T L E A M E N D M E N T ================ 37 And the title is amended as follows: 38 Delete everything before the enacting clause 39 and insert: 40 A bill to be entitled 41 An act relating to collective bargaining; providing 42 for the resolution of certain collective bargaining 43 issues at impasse between the State of Florida and 44 certified bargaining units of state employees; 45 providing for all other collective bargaining issues 46 at impasse which are not addressed by the act or the 47 General Appropriations Act to be resolved consistent 48 with personnel rules and by otherwise maintaining the 49 status quo; providing an effective date.
