       The Committee on Transportation (Hooper) recommended the
    1         Senate Amendment (with directory and title amendments)
    3         Delete lines 61 - 86
    4  and insert:
    5  equipment, except police vehicles, to show or display blue
    6  lights. However, vehicles owned, operated, or leased by the
    7  Department of Corrections or any county correctional agency may
    8  show or display blue lights when responding to emergencies.
    9         (5) Road maintenance and construction equipment and
   10  vehicles may display flashing white lights or flashing white
   11  strobe lights when in operation and where a hazard exists.
   12  Construction equipment in a work zone on roadways with a posted
   13  speed limit of 55 miles per hour or higher may show or display a
   14  combination of flashing green, amber, and red lights in
   15  conjunction with periods when workers are present. Additionally,
   16  school buses and vehicles used to transport farm workers may
   17  display flashing white strobe lights.
   18         (7) Flashing lights are prohibited on vehicles except:
   19         (a) As a means of indicating a right or left turn, to
   20  change lanes, or to indicate that the vehicle is lawfully
   21  stopped or disabled upon the highway;
   22         (b) When a motorist intermittently flashes his or her
   23  vehicle’s headlamps at an oncoming vehicle notwithstanding the
   24  motorist’s intent for doing so;
   25         (c)During periods of extremely low visibility on roadways
   26  with a posted speed limit of 55 miles per hour or higher; and
   27         (d)(c) For the lamps authorized under subsections (1), (2),
   28  (3), (4), and (9), s. 316.2065, or s. 316.235(6) which may
   29  flash.

   32  And the directory clause is amended as follows:
   33         Delete lines 55 - 58
   34  and insert:
   35         Section 2. Subsections (2), (5), and (7) of section
   36  316.2397, Florida Statutes, are amended to read:

   39  And the title is amended as follows:
   40         Delete line 8
   41  and insert:
