House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Flores) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Before line 16 4 insert: 5 Section 1. Paragraph (i) is added to subsection (6) of 6 section 163.387, Florida Statutes, to read: 7 163.387 Redevelopment trust fund.— 8 (6) Moneys in the redevelopment trust fund may be expended 9 from time to time for undertakings of a community redevelopment 10 agency as described in the community redevelopment plan for the 11 following purposes, including, but not limited to: 12 (i)1. Supporting youth centers, provided that a community 13 redevelopment agency must spend no less than 5 percent of the 14 trust fund revenues annually to support youth centers if: 15 a. More than 50 percent of the persons younger than 18 16 years of age living in the community redevelopment area served 17 by the agency are in families with incomes below the federal 18 poverty level; 19 b. The youth center submits a written request for support 20 to the community redevelopment agency; and 21 c. The expenditures do not materially impair any bonds 22 outstanding as of March 11, 2016. 23 2. For purposes of this paragraph, the term “youth center” 24 means a facility owned and operated by a governmental entity or 25 a corporation not for profit registered pursuant to chapter 617 26 whose primary purpose is to provide year-round supplemental 27 educational programs, recreational and after-school activities, 28 counseling, social and adult transitional programming, and other 29 services to children 5 to 18 years of age and adults 18 to 24 30 years of age; which has operated for at least 2 years before its 31 request for support from the community redevelopment agency; and 32 which is open and accessible to the general public for 33 community-based meetings focused on educational opportunities 34 and providing college, career, and vocational readiness 35 programming. The term includes indoor recreational facilities, 36 as defined in s. 402.302, which are owned and operated by a 37 governmental entity or a corporation not for profit registered 38 pursuant to chapter 617. The term does not include public or 39 private schools, child care facilities as defined in s. 402.302, 40 or private prekindergarten providers as defined in s. 1002.51. 41 For purposes of this subparagraph, “year-round” means operating 42 with a minimum of 225 service days per year. 43 44 ================= T I T L E A M E N D M E N T ================ 45 And the title is amended as follows: 46 Delete line 2 47 and insert: 48 An act relating to community redevelopment; amending 49 s. 163.387, F.S.; specifying uses of redevelopment 50 trust fund moneys for certain community redevelopment 51 agencies that support youth centers;
