147th GENERAL ASSEMBLY

SENATE RESOLUTION NO. 20

HONORING REPRESENTATIVE DARRYL M. SCOTT OF KENT COUNTY'S 31ST REPRESENTATIVE DISTRICT FOR HIS SERVICE TO HIS DISTRICT, HIS COUNTY AND THE STATE OF DELAWARE.



WHEREAS, Representative Darryl M. Scott has served the citizens of Kent County's 31st Representative District as their state representative since 2008; and

WHEREAS, during the course of his three terms in the Delaware House of Representatives, Representative Scott has focused on the betterment of his community and the State of Delaware, serving as vice-chair of the House Education Committee, as Chair of the House Telecommunications, Internet and Technology Committee, and as a member of the Gaming and Pari-mutuels Committee and the Health and Human Development Committee; and

WHEREAS, since becoming a state legislator, Representative Scott has worked to increase educational access for more Delaware students and was a leader in the effort to enact the INSPIRE Scholarship program, which in the coming year will provide some $1.4 million in tuition assistance to enable students to attend Delaware State University; and

WHEREAS, Representative Scott has also led such community betterment projects as the "community garden program," which, with the help of volunteers from Dover High School, Delaware State University and other local organizations, led to the cultivation of vegetable gardens, resulting in the donation of nearly 3,000 pounds of fresh vegetables to the Dover Food Bank during the past two years; and

WHEREAS,among other legislative initiatives of Representative Scott's were his authorship of Delaware's "Hands-Free Driving Law," banning texting while driving, his leadership in the reform of the state employee pension program, which will save $500 million over the next 15 years, the strengthening of teacher preparatory programs, and legislation to require universal background checks for gun purchases; and

WHEREAS, before his election to the General Assembly, Representative Scott served for three and a half years as a member of the Capital School District Board of Education, held a seat on the Board of Directors of Dover's Elizabeth W. Murphey School, was active in Parent Teacher Organizations at his sons' schools and served as a coach with the Central Delaware Soccer Association; and

WHEREAS, Representative Scott presently serves as a board member for the Reading Assist Institute, a nonprofit organization dedicated to improving the literacy skills of children at risk for reading failure; and

WHEREAS, Representative Scott's dedication to public service is the latest chapter in a proud tradition within a family headed by a father and mother who both served in the U.S. Air Force and who, after their return to civilian life, led the effort to create a volunteer fire department for their community; and

WHEREAS, in so doing, they set an example which, Representative Scott has said, inspired him to run for elective office, seeing at first hand the difference one person can make to improve the conditions and circumstances of his or her fellow citizens; and

WHEREAS, Representative Scott has decided not to seek re-election to the House seat he now holds.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware that the members do hereby honor and commend Representative Darryl M. Scott for his distinguished service to the citizens of his district and the State of Delaware during his six years' service as a member of the 145th, 146th and 147th General Assemblies.

BE IT FURTHER RESOLVED that the members do hereby extend to Representative Scott our heartfelt best wishes for equal success in all his future endeavors, together with the hope that he, his wife, Carol, and their two sons will enjoy lives of fulfillment and continued accomplishment.

BE IT FURTHER RESOLVED that a suitable copy of this resolution be presented to Representative Scott upon its passage.


SYNOPSIS

This resolution honors Representative Darryl M. Scott for his six years of distinguished service as a member of the 145th, 146th and 147th General Assemblies, representing Kent County's 31st Representative District.
