SENATE JOINT RESOLUTION NO. 12

ENDORSING THE GRANT APPLICATION FOR FUNDS TO DESIGN AND CONSTRUCT THE CLAYMONT REGIONAL TRANSPORTATION CENTER.



WHEREAS, Claymont is a historic location of industry and commerce in Delaware, serving as home to a steel producer for nearly 100 years; and

WHEREAS, Claymont's last steel producer, the Evraz steel mill, closed in 2013 and furloughed 375 employees; and

WHEREAS, in 2014, the Evraz steel mill site was purchased by Commercial Development Company, Inc. (CDC), which is redeveloping the site and surrounding brownfield into a new multi-purpose industrial and commercial center that has the potential to employ thousands of Delawareans; and

WHEREAS, CDC's new industrial and commercial center will be complemented by a multimodal transportation facility embedded within a new transit-oriented development, known as First State Crossing; and

WHEREAS, CDC's new industrial and commercial center is strategically situated as a mixed-use economic growth engine poised to support redevelopment in Claymont and the larger region; and

WHEREAS, the Delaware Transit Corporation (DTC) contracts with the Southeastern Pennsylvania Transportation Authority to provide frequent, daily regional rail service to Claymont; and

WHEREAS, in fiscal year 2015, there were 302,620 passenger trips at Claymont, and all stations transported 1.18 million Delaware trips; and

WHEREAS, the current Claymont Rail Station is considered obsolete, with limited parking, inaccessible platforms, and inadequate passenger amenities; and

WHEREAS, the DTC and the Delaware Department of Transportation have applied for a $20 million grant for fiscal year 2016 from the U.S. Department of Transportation's Transportation Investment Generating Economic Recovery (TIGER) discretionary grants program to design and construct the Claymont Regional Transportation Center.

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 148th General Assembly of the State of Delaware, with the approval of the Governor, that the General Assembly endorses the TIGER grant application for funds for the design and construction of the Claymont Regional Transportation Center and provides notice to the Secretary of the U.S. Department of Transportation and the Secretary of the Delaware Department of Transportation of its support for this transformational development in northern Delaware.

BE IT FURTHER RESOLVED that the Secretary of the Senate prepare suitable copies of this resolution to be presented to Secretary of the U.S. Department of Transportation and the Secretary of the Delaware Department of Transportation


SYNOPSIS

This Resolution endorses the TIGER grant application for funds for the design and construction of the Claymont Regional Transportation Center.
