DELAWARE STATE SENATE

148th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 89

SUPPORTING THE NATIONAL CANCER MOONSHOT AND THE WORK OF THE CANCER MOONSHOT TASK FORCE AND ENCOURAGING CANCER SURVIVORSHIP PLANNING.



WHEREAS, during his 2016 State of the Union address, President Barack Obama called on Vice President Joseph Biden to lead a new, national "Moonshot" initiative to eliminate cancer and announced a $1 billion initiative to jumpstart the work; and

WHEREAS, the initial goal of the Moonshot initiative includes accelerating research efforts; breaking down barriers to progress; facilitating collaborations with researchers, doctors, philanthropies, patients, and others; and making more therapies available to more patients, while also improving the ability to prevent cancer and detect it at an early stage; and

WHEREAS, Vice President Biden will host a Cancer Moonshot Summit on June 29, 2016, in Washington, D.C., and a series of summits will be held that day around the country, including a number of summits throughout Delaware; and

WHEREAS, as of 2013, there were approximately 14 million cancer survivors in the United States, and that number is expected to rise to 18 million cancer survivors by 2022; and

WHEREAS, over 60% of cancer survivors can be expected to live at least 5 years past their diagnosis; and

WHEREAS, ensuring patient centered care is an important component of cancer survivorship; and

WHEREAS, the Commission on Cancer has established guidelines for the use of Survivorship Care Plans for cancer survivors, which include information about a patient's providers, diagnostic tests, treatment plan, likely course of recovery, recommended cancer screenings and periodic testing, and referrals to specific follow-up care providers;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 148th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the members of the 148th General Assembly supports the National Cancer Moonshot and the work of the Cancer Moonshot Task Force; and

BE IT FURTHER RESOLVED, that the members of the 148th General Assembly encourage all of those in our State who work to treat cancer patients and find advances and cures for cancer to work collaboratively; and

BE IT FURTHER RESOLVED, that the members of the 148th General Assembly encourage Delaware's Insurance Commissioner and the Delaware Department of Health and Social Services to work with insurance companies and Delaware's medical community to establish policies and a rate structure that promote the goal of issuing Survivorship Care Plans to all appropriate cancer survivors, in accordance with the guidelines established by the Commission on Cancer, within the next 5 years, and further support the goal of eliminating cancer as we know it today.


SYNOPSIS

This Concurrent Resolution supports the National Cancer Moonshot and the work of the Cancer Moonshot Task Force and encourages cancer survivorship planning and the goal of eliminating cancer as we know it today.
