151st GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 42

HONORING CORPORAL KEITH ANDREW HEACOOK AND OFFERING CONDOLENCES TO HIS FAMILY, COLLEAGUES, AND COMMUNITY.

WHEREAS, the Delaware General Assembly honors the service and life of Delmar Police Corporal Keith Andrew Heacook; and

WHEREAS, Corporal Heacook was pronounced clinically deceased on April 28 th , three days after he was viciously assaulted while responding to a reported fight in progress; and

WHEREAS, Corporal Heacook was a dedicated public servant, serving the Delmar Police Department for 22 years; and

WHEREAS, Corporal Heacook is described by his fellow officers as someone with a big heart, who would do anything to help others; and

WHEREAS, Corporal Heacook had deep ties to his community, having graduated from Cape Henlopen High School in 1986; and

WHEREAS, Corporal Heacook was a dedicated father. Heacook kept a photo of him and his son on his desk that read “A Father is his Son’s First Hero”; and

WHEREAS, Corporal Heacook recognized the dangerous and life-threatening aspects of his job, but he faithfully fulfilled his duty to “protect and serve” with compassion and dedication; and

WHEREAS, Corporal Heacook is survived by his wife Susan Heacook, 12-year-old son Matthew, his mother Anita Heacook and his siblings Anita Feaster, Kathy Heacook, and Tom Heacook; and

WHEREAS, on April 29, 2021 Delaware Governor John Carney ordered the flags of the United States and the State of Delaware to be flown at half-staff in memory of Corporal Heacook; and

WHEREAS, on April 29, 2021 Maryland Governor Larry Hogan ordered the flags of the United States and the State of Maryland flown at half-staff in honor of Corporal Heacook.

WHEREAS, the Delaware General Assembly offers profound sympathy to the Delmar Police Department and the friends and family of Corporal Heacook.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 151 st General Assembly of the State of Delaware, the House of Representatives concurring therein, that the General Assembly pays its highest tribute and respects to the service of Corporal Keith Andrew Heacook.
