SENATE CONCURRENT RESOLUTION NO. 37 |
RELATING TO THE DELAWARE STATISTICAL ANALYSIS CENTER AND THE ESTABLISHMENT OF THE CRIMINAL JUSTICE STATISTICAL REVIEW COMMITTEE. |
WHEREAS, the Delaware General Assembly established a Race and Incarceration Subcommittee of the House Judiciary Committee in 2006, which Committee provided direction for data collection and analysis by the Delaware Statistical Analysis Center on the subject of race and incarceration through early 2008; and
WHEREAS, the Statistical Analysis Center has continued collecting and modeling data in accordance with the model and direction agreed upon by the Subcommittee; and
WHEREAS, the Delaware Sentencing Research and Evaluation Committee, which includes representation from numerous affected criminal justice agencies and the public, has been working with the Statistical Analysis Center on its data review and direction, and has included race and incarceration in its Joint Finance committee work plan for the past 4 years; and
WHEREAS, funding provided by the General Assembly for the Statistical Analysis Center's research on this topic, as well as funding for the Delaware Sentencing Research and Evaluation Committee, has been depleted; and
WHEREAS, the General Assembly, assisted by the knowledgeable representatives of the criminal justice system, wishes to continue and expand on the work achieved so far, with the goal of publishing the most reliable research to date on race and incarceration once the study is complete;
NOW THEREFORE,
BE IT RESOLVED that the Senate of the 145th General Assembly, the House of Representatives concurring therein, expresses its gratitude to the Director and staff of the Statistical Analysis Center for their tireless work, which now must be analyzed, tested, interpreted and completed for publication.

IT FURTHER RESOLVED that the data research by the

IT FURTHER RESOLVED that a Criminal Justice Statistical Review Committee be
hereby established to assist the
(1) A Chairperson as appointed by the co-chairs of the Joint Finance Committee.
(2) A Member of the Office of Management and Budget.
(3) A Member of the Office of the Controller General.
(4) The Honorable Attorney General or his designee.
(5) The Honorable Cabinet Secretary of the Department of Correction or his designee.
(6) The Honorable Chief Justice or his designee.
(7) A Member of the public appointed by the Chairperson of the Criminal Justice Statistical Review Committee.
This
Committee shall review the work of the

IT FURTHER RESOLVED that it is the intent of the General Assembly that the
Criminal Justice Council shall assist in identifying and procuring sources of
funding to the
BE
IT FURTHER RESOLVED that the race and incarceration study shall be prepared and
published on the
