SENATE CONCURRENT RESOLUTION NO. 27

URGING THEPRESIDENT AND THE UNITED STATES CONGRESS TO ADDRESS THE ISSUE OF CLIMATE CHANGE AND ENERGY BY PASSING CLEAN ENERGY LEGISLATION THAT PROMOTES JOBS ANDINNOVATIVE ENERGY DEVELOPMENT, STRENGHTENS NATIONAL ENERGY AND ECONOMIC SECURITY, AND POSITIONS THE UNITED STATES TO BE A LEADER IN THE FIELD OF CLEAN ENERGY.


WHEREAS, a majority of the world's climate scientists have concluded that human activities are responsible for a significant portion of the heat-trapping greenhouse gases that have altered global climatic systems past natural variation; and

WHEREAS, climate change is becoming an increasing threat to people, ecosystems and the economy throughout the United States and around the world; and

WHEREAS, for every $1 million invested in renewable energy two times as many jobs are created, and for every $1 million invested in energy efficiency four to five times as many jobs are created than equivalent investments into conventional energy systems; and

WHEREAS, the United States is one of the largest contributors to greenhouse gas emissions worldwide, largely resulting from modes of transportation, as well as electricity use in the built environment; and

WHEREAS, the United States congress currently has before it for consideration, the American Clean Energy and Security Act, HR 2454, passed by the House of Representatives on June 26, 2009, and the Clean Energy Jobs and American Power Act, S 1733, both of which promote development of clean energy, reduction of dependency on foreign energy sources, curbing of threats posed by climate change, and creation of economic opportunities for communities across the United States; and

WHEREAS, the nation now has the opportunity to become a leader in climate change and clean energy policy; and

WHEREAS, there is a significant opportunity to mitigate the human contribution to climate change through coordination and cooperation at the national level; and

WHEREAS, states across the nation have served as the premier laboratory for adopting and developing policies and programs to simultaneously address climate change and foster the development of clean energy; and

WHEREAS, the State of Delaware has adopted some of the most aggressive climate and energy policies, including the innovative Sustainable Energy Utility (SEU) and participation in the Regional Greenhouse Gas Initiative (RGGI);

NOW THEREFORE:

BE IT RESOLVED by the Senate of the 145th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the members do hereby urge the United States Congress to enact comprehensive legislation to address the issue of climate change and energy through a balanced and effective approach that stimulates the green economy.

BE IT FURTHER RESOLVED that the members urge the U. S. Congress to incorporate provisions that foster job creation and clean energy development while addressing the concerns of energy affordability and national energy and economic security.

BE IT FURTHER RESOLVED that the said national clean energy legislation should be configured so that it does not preempt state legislative efforts to control greenhouse gas emissions and encourage clean energy.

BE IT FURTHER RESOLVED that national clean energy legislation should include provisions to protect low and moderate income Americans, and energy consumers in general, from increased energy costs.

BE IT FURTHER RESOLVED that the General Assembly respectfully requests Delaware's Congressional delegation to redouble its efforts to pursue meaningful clean energy policy in an effort to curb the threat posed by climate change.

BE IT FURTHER RESOLVED that suitable copies of this resolution be forwarded upon its passage to the Honorable Jack A. Markell, Governor; the Honorable Thomas R. Carper and the Honorable Edward E. Kaufman, United States Senators; and the Honorable Michael N. Castle, Member of Congress.


SYNOPSIS

The concurrent resolution urges the President of the United States and members of Congress to enact clean energy legislation that simultaneously addresses climate and energy challenges.Such legislation would propel the green economy in making the U.S. a leader in the field of clean energy technology while creating jobs and increasing energy and economic security.
