DELAWARE STATE SENATE

145th GENERAL ASSEMBLY

SENATE BILL NO. 304

AN ACT TO AMEND TITLE 16 OF THE DELAWARE CODE RELATING TO THE CHILD PROTECTION ACCOUNTABILITY COMMISSION.


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:


Section 1.Amend §912(a)(11) of Title 16 of the Delaware Code by inserting the following at the end of said paragraph:

"The 2 persons appointed from law enforcement agencies may designate proxies as needed."

Section 2.Amend §912(b)(6)a. of Title 16 of the Delaware Code by striking the phrase "Governor's Advisory Council for Children, Youth and Their Families for their consideration and comment" as it appears therein and by inserting in lieu thereof the phrase "General Assembly".

Section 3.Amend §912(b)(6)b. of Title 16 of the Delaware Code by striking the phrase "with copies thereof distributed to the Chairpersons of the House of Representatives Committee on Health and Human Development and the Senate Committee on Children, Youth and Their Families" as it appears therein and by inserting in lieu thereof the phrase ", in the form of minutes, made available also to the General Assembly and the public."


SYNOPSIS

This Bill allows the 2 law enforcement members of the Delaware Child Protection Accountability Commission (CPAC) to designate proxies.It also requires CPAC to submit a copy of its annual report to the General Assembly instead of to the Governor's Advisory Council for Children, Youth and Their Families.Finally, it eliminates the requirement to distribute copies of quarterly written reports to certain House and Senate Committees, instead requiring that such reports be made available to the General Assembly and the public.
