HOUSE RESOLUTION NO. 6

EXTENDING THE DEADLINE FOR A TASK FORCE TO STUDY AND PROVIDE ALTERNATIVE SOLUTIONS TO SCHOOL RETENTION AND SOCIAL PROMOTION.



WHEREAS, social promotion, established to keep failing students on grade level socially, is often viewed as severely crippling in later years; and

WHEREAS, grade retention, established to provide affected students a review of missed or failed subject matter, is often viewed as ineffective as a positive educational tool; and

WHEREAS, the above educational practices severely negatively affect minority and poor students; and

WHEREAS, the end result is the loss of valuable manpower for the American workforce and a significant negative presence in the criminal justice system; and

WHEREAS, the House of Representatives of the 147th General Assembly of the State of Delaware, by House Resolution No. 23, created a task force to study the issues of social promotion and grade retention, with the intent of providing educationally appropriate and manageable alternative solutions; and

WHERAS, pursuant to the aforementioned House Resolution No. 27, the Task Force was to report its findings and recommendations to the General Assembly and the Governor on or before March 1, 2015; and

WHEREAS, additional time is necessary for the Task Force to complete and submit the aforementioned findings and recommendations;

NOW THEREFORE:

BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware that the Task Force shall, following the process and protocol outlined in House Resolution No. 23 from the 147th General Assembly, submit a report of its findings and recommendations to report its findings and recommendations to the General Assembly and the Governor on or before April 21, 2015.


SYNOPSIS

This Resolution extends the deadline for the task force's findings and recommendations from March 1, 2015, to April 21, 2015.
