148th GENERAL ASSEMBLY

HOUSE RESOLUTION NO. 14

RECOGNIZING MAY 11-15, 2015 AS "INFRASTRUCTURE WEEK" IN THE STATE OF DELAWARE.



WHEREAS, many of the bridges and highway roads in the United States were constructed more than 50 years ago; and

WHEREAS, traffic congestion in 2012 alone cost licensed drivers $121 billion in wasted time and fuel; and

WHEREAS, it is not uncommon to have 100-year-old water mains running throughout towns; and

WHEREAS, there are approximately 240,000 water main breaks in the United States every year, translating to one every 2.2 minutes; and

WHEREAS, the American Society of Civil Engineers rates America's infrastructure at a D+ and calls for investing an additional $157 billion annually in our nation's infrastructure through 2020; and

WHEREAS, infrastructure projects raise property values and improve quality of life by shortening commute times and facilitating easier access to employment opportunities; and

WHEREAS, Delaware's infrastructure also is aging and presents a public safety and quality of life issue for all residents; and

WHEREAS, there is a backlog of paving, repair, and rehabilitation transportation projects throughout Delaware that are in need of funding; and

WHEREAS, The Delaware Department of Transportation has filled approximately 30,000 potholes since the end of this year's winter and continues to fill around 900 potholes each week; and

WHEREAS, Delaware leaders recognize the importance of investing in infrastructure now to upgrade our roads and bridges and avoid future problems; and

WHEREAS, nationally, this week has been designated as Infrastructure Week, which is a week of high-profile events, media coverage, focused advocacy, and other efforts around the country to build momentum for revitalization of America's economic competitiveness through rebuilding American infrastructure; and

WHEREAS, Infrastructure Week challenges policy-makers and the public to address head-on the challenges facing U.S. infrastructure, to move beyond short-term fixes and deferred maintenance, and to envision the innovative solutions, technologies, policies and investments that will bring America's aging infrastructure into the 21st century;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware that the week of May 11-15, 2015, be recognized as "Infrastructure Week" in the State of Delaware.

BE IT FURTHER RESOLVED that the House of Representatives remains committed to addressing Delaware's growing infrastructure needs.
