HOUSE CONCURRENT RESOLUTION NO. 94

RECOMMENDING THAT THE GOVERNMENT EFFICIENCY AND ACCOUNTABILITY REVIEW BOARD (GEAR) REVIEW AND ACT UPON CERTAIN RECOMMENDATIONS MADE BY THE SCHOOL DISTRICT CONSOLIDATION TASK FORCE.

WHEREAS, House Concurrent Resolution 39 of the 149 ^th General Assembly established a task force to study and make recommendations regarding the impact of consolidating school districts in the state of Delaware; and

WHEREAS, the task force members met over the course of nine months and delivered a final report with over thirty recommendations to the General Assembly on May 15, 2018; and

WHEREAS, the task force recommended that three formal committees composed of the responsible procurement officials for the districts be formed to meet with representatives from the Office of Management and Budget and the Data Service Center on a monthly basis, in an effort to find savings in the current district system to be redirected to programs in schools throughout the State; and

WHEREAS, these committees should be charged with analyzing any and all opportunities to reduce expenses, and organizational incentives should be made available on an annual basis for ideas that result in measurable and significant savings; and

WHEREAS, the Government Efficiency and Accountability Review Board (GEAR) works in Delaware to increase the efficiency and effectiveness of Delaware’s government.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 149th General Assembly of the State of Delaware, the Senate concurring therein, that the General Assembly recommends that the aforementioned recommendations made by the School District Consolidation Task Force be reviewed and acted upon by the Government Efficiency and Accountability Review Board (GEAR).

SYNOPSIS

This concurrent resolution recommends that the Government Efficiency and Accountability Review Board (GEAR) act upon recommendations made by the School District Consolidation Task Force regarding formal committees tasked with finding savings in the current school district system.
