146th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 5

RECOGNIZING THAT THE MEMBERS OF THE DELAWARE FEDERATION OF REPUBLICAN WOMEN ARE URGING THE PASSAGE OF LEGISLATION THAT MOVES THE DELAWARE ELECTION PRIMARIES TO AN EARLIER DATE TO ENSURE THE TIMELY ISSUANCE AND RECEIPT OF MILITARY ABSENTEE BALLOTS.



WHEREAS, in past elections, problems have arisen concerning military absentee ballots being received in Delaware in a timely manner; and

WHEREAS, the fairness of our system of electing government officials is being threatened by being unable to count absentee ballots that arrive back in Delaware late, or not at all; and

WHEREAS, to protect every legal vote, the integrity of our electoral system must be restored by moving the Delaware election primaries to an earlier date to ensure the timely issuance and receipt of military absentee ballots; and

WHEREAS, pursuant to Title 15, Chapter 31, §3101 of the Delaware Code, primary elections for all political parties shall be conducted on the second Tuesday after the first Monday in September;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 146th General Assembly of the State of Delaware, the Senate concurring therein, that the members of the General Assembly hereby recognize that the members of the Delaware Federation of Republican Women are urging the passage of legislation that moves the Delaware election primaries to an earlier date to ensure the timely issuance and receipt of military absentee ballots.

BE IT FURTHER RESOLVED that a copy of this resolution be sent via electronic mail (e-mail) to the Delaware State Election Commissioner, each county Election Commissioner, the leader of each of Delaware's two majority political parties, the leadership of the 146th General Assembly, and the Adjutant General of the State of Delaware.


SYNOPSIS

In this concurrent resolution, the members of the General Assembly recognize that the members of the Delaware Federation of Republican Women are urging the passage of legislation that moves the Delaware election primaries to an earlier date to ensure the timely issuance and receipt of military absentee ballots.The primaries are now held on the second Tuesday after the first Monday in September.
